Step-by-Step To OHA Leasing
1. Check In at the Military Housing Office (MHO)
Before signing any lease or searching for rentals, check in with your respective housing office:

2. Search for Your Home
Work with an agent or start browsing online. Along with price and number of bedrooms, some of the most requested features include:
1. Proximity to key locations (base, hotel district i.e. Tumon)
2. Safety & security
3. Covered parking
3. Draft MHO-Compliant Lease
Your agent will draft a MHO-compliant lease. The agreement must include:
Utility Responsibility Breakdown: Clear terms regarding landlord vs. tenant responsibilities for who pays the utilities
The Military Clause: Allows penalty-free lease termination for PCS orders.
Addendum: Subordinates the lease to other Housing Office requirements.
4. Schedule & Complete the MHO Inspection
Once a lease offer is accepted by the landlord, submit the lease and property details to your MHO counselor. MHO inspectors will visit the property to verify safety standards, including:
Safe electrical wiring, good water supply, and secure locks.
Operable typhoon protection on all windows.
Functional smoke alarms and carbon monoxide detectors.
5. Finalize Lease & Submit DD Form 2367
Once MHO approves the inspection, sign to finalize the lease agreement and submit DD Form 2367 (Individual Overseas Housing Allowance Report) along with a copy of your lease to your finance department to trigger your OHA pay cycle.

Yes. If you choose a rental that exceeds your rank’s OHA ceiling, you are responsible for paying the difference out of pocket to the landlord each month.
Under the Servicemembers Civil Relief Act (SCRA) and the mandatory Military Clause, you can terminate your lease with 30 days’ written notice and a copy of your official orders without penalty or forfeiture of your security deposit.
The entire process, from initial lease offer to inspector sign-off, typically takes 7 to 10 business days. Working with a knowledgeable agent prevents paperwork rejections and speeds up this timeline.
